Henry Whinfield was an engineer and artist who was a favorite of the Improvement Party, which included Matthew Vassar and other men of Poughkeepsie with ambitious economic plans for the city halfway between New York City & Albany. The Panic of 1837 and eventually the Civil War blunted ambitions.
